We are honored to support public safety in the Texas Hill Country as they tirelessly respond to the devastating floods. Knowing the toll events like these can have on the mental health and wellbeing of first responders, we have deployed ROG the Dog, the FirstNet®, Built with AT&T animal-assisted therapy program, to provide much-needed comfort to first responders and the local community in their time of need.

For the last two days, Chief, a 4 year-old bernedoodle, has been meeting with hundreds of first responders and locals at the Emergency Operations Center (EOC) and Camp Mystic, also stopping by the AT&T retail store in Kerrville to support the well-being of employees impacted by the floods.

As public safety’s partner, AT&T has a responsibility unlike any other wireless carrier to be there for the first responder community. That’s why FirstNet—the only network built with and for America’s first responders—continues to grow its commitment to public safety by providing a unique type of support to keep them mission ready.

Affectionately named after the FirstNet Response Operations Group™ (ROG)—which guides deployment of portable FirstNet cell sites during emergencies—ROG the Dog is a fleet of more than 30 trained doodles stationed across the country that are specialized in supporting health and wellness for first responders. Available at no additional charge, ROG the Dog can be requested similarly to an asset from the dedicated FirstNet fleet.

ROG section chief Kelley Adley spoke with CNN yesterday about FirstNet response efforts in the area and how ROG the Dog is helping public safety on the ground:

In addition to supporting more than a dozen requests from public safety and providing health and wellness support, FirstNet ROG has a Strike Team on the ground actively supporting search and rescue teams on the frontlines where connectivity is needed the most. We thank our first responders for their commitment to emergency response and will continue to support them every step of the way.

  • AT&T is contributing $200,000 to the Community Foundation of the Texas Hill Country’s Kerr County Flood Relief Fund.
  • We are matching 100% of employee charitable contributions to the Fund.

  • With FirstNet®, Built with AT&T, we continue to prioritize public safety's emergency communications needs, deploying mobile cell sites dedicated solely to first responder communications.

In response to the devastating floods in Central Texas, AT&T is contributing $200k to the Community Foundation of the Texas Hill Country’s Kerr County Flood Relief Fund to help support the immediate and long-term recovery efforts as well as crisis response partners that are equipped and trained to respond in times of natural disaster.

“Our hearts go out to the Central Texas communities impacted by the recent devastation,” said Leslie Ward, President of AT&T Southern Region. “We’re committed to supporting recovery efforts and helping ensure that residents and first responders maintain reliable connectivity during this challenging time.”

In addition, we’ve deployed our Network Disaster Recovery team and our FirstNet Response Operations Group™ (ROG) to assist with recovery efforts in affected areas. FirstNet ROG – led by former first responders – is on the ground and guiding the deployment of dedicated FirstNet assets and other solutions based on public safety’s needs. As public safety’s partner, FirstNet, Built with AT&T – the only 5G network built with and for America’s first responders – prioritizes first responders’ emergency communications needs to support their critical operations across the impacted areas.

We know impacted communities are suffering greatly. To help, we are:

  • Waiving overage charges to provide unlimited talk, text and data for AT&T Postpaid & Prepaid customers with billing addresses in zip codes across affected areas from July 5, 2025 through Aug. 3, 2025.

These essential resources will be distributed by TDEM to those in need, helping ensure residents stay connected during this challenging time.
  • AT&T and the non-profit Information Technology Disaster Resource Center have deployed their 40-foot Mobile Connectivity Center (MCC) at Schreiner University, located at 2100 Memorial Blvd., in Kerrville, from 10 a.m. to 3 p.m. CT beginning July 6. This connectivity resource is free to the public and will further support those affected by the floods with access to Wi-Fi, 16 computers, and facilities to charge their devices.
  • AT&T stores in the Central Texas area are open and ready to serve our customers.
  • Activated our Employee Relief Fund, operated by E4E Relief, a 501c3 public charity aimed at supporting our employees impacted by disasters and facing significant personal hardships.

In addition to these ongoing charitable contributions, we will continue working with local communities in the weeks and months ahead to support anticipated recovery efforts.

Our thoughts remain deeply committed to Central Texas as search and recovery efforts continue after the catastrophic flooding. As public safety’s partner, the FirstNet®, Built with AT&T team is on the ground to help ensure first responders and those essential to their operations have the dedicated connectivity they require.

FirstNet is America’s public safety network. And we have a commitment unlike any other to deliver for this critical community. With the dedicated, nationwide FirstNet fleet of 180+ portable network assets exclusively available for public safety’s use, we’re giving first responders a level of support that’s far beyond anything they’ve ever seen:

  • The FirstNet network is operating as designed across the region, delivering first responders always-on priority and preemption for their critical talk, text and data.
  • The FirstNet Response Operations Group™ (ROG) – led by former first responders – is on the ground and guiding the deployment of dedicated FirstNet assets and other solutions based on public safety’s needs.
  • So far, public safety officials have made 10+ FirstNet emergency support requests, and FirstNet ROG is engaged to ensure they have the reliable communications they require.
  • Assets on the ground include:
    • Dedicated FirstNet Satellite Cell on Light Trucks (SatCOLTs) and Compact Rapid Deployables (CRDs) – Mobile cell sites that connect via satellite and are not reliant on commercial power.
    • AT&T Cell Booster Pros and other in-building solutions – deployed to public safety facilities to further indoor connectivity.
    • AT&T LEO Cell Trailers (LCTs) and LEO Emergency Communication Portables (LECPs) – Deliver temporary cell service where traditional service is unavailable.
  • FirstNet personnel are also embedded directly within the Emergency Operations Center (EOC) in Kerrville, collaborating alongside officials to help ensure rapid response.

In addition to both the FirstNet and AT&T commercial network operating normally, AT&T Network Disaster Recovery (NDR) – one of the largest in the industry – continues to bring in and deploy additional assets and specialized personnel as needed. As FirstNet ROG guides the deployment of public safety’s assets, AT&T NDR primarily serves as the “boots on the ground,” ensuring that FirstNet assets get placed where first responders need connectivity most.

FirstNet is designed to be second-to-none in an emergency, no matter where disasters strike. It’s why we see FirstNet as the most important wireless network in the country. We would like to express our sincere appreciation and gratitude to all first responders for their service. Our thoughts will remain with communities as they continue to recover and rebuild following this tragic flooding event.

July 6, 2025, 10:31 a.m. CT

Our thoughts continue to be with the people of Texas as they continue recovering from the devastating flooding in the state. As response efforts continue, here’s more information on how AT&T is providing support to the affected communities:

  • AT&T and the non-profit Information Technology Disaster Resource Center (ITDRC) have deployed its 40-foot Mobile Connectivity Center (MCC). This connectivity resource is free to the public and will further support those affected by the floods with access to Wi-Fi, 16 computers, and facilities to charge their devices. The MCC will be at Schreiner University, located near Flato Hall, located at 2100 Memorial Blvd., in Kerrville, from 10 a.m. to 3 p.m. CT beginning today, July 6.
  • Our teams delivered critical connectivity supplies, including power strips, charging cables, and charging blocks, to the Texas Department of Emergency Management (TDEM). These essential resources will be distributed by TDEM to those in need, helping ensure residents stay connected during this challenging time.

We understand how important it is to stay connected, and we know this need is even greater before, during and after any major storm event.

Our thoughts are with the communities affected by the catastrophic flooding in the Hill Country. As a Texas-based company, we are committed to supporting our neighbors through our response and restoration efforts.

We’ve deployed our Network Disaster Recovery (NDR) team and our FirstNet® Response Operations Group™ (ROG) to assist with recovery efforts in affected areas.

We have also been coordinating with the Texas Division of Emergency Management (TDEM), local agencies, as well as activating our internal Emergency Operations Center for deployment and support.

Although there is minimal impact to our wireless network in the South Central Texas area, we have deployed nearly a dozen satellite assets to help ensure there are no gaps in coverage. FirstNet ROG arrived overnight to help ensure first responders have the dedicated connectivity support they need.

So far, FirstNet ROG, has already responded to five FirstNet emergency support requests from public safety.

To help our wireless customers impacted by the Texas floods stay connected through this difficult time, we are waiving overage charges to provide unlimited talk, text and data for AT&T Postpaid & Prepaid customers with billing addresses in zip codes across affected areas from July 5, 2025 through Aug. 3, 2025.
